The Meter Decides, and LA Has Many Meters
Greater LA is a patchwork of electric utilities, and the rebate follows the meter. Inside the City of Los Angeles, from Hollywood to San Pedro, LADWP serves the meter and the LADWP program applies, per our LADWP guide. Burbank, Glendale, Pasadena, and Riverside run their own municipal utilities with their own rebates. Across the rest of the region, from Santa Clarita to Temecula, Southern California Edison delivers the power, and there the honest 2026 answer is the hard one: SCE's heat pump rebate ran through TECH, TECH closed on November 14, 2025, and there is nothing there to reserve today. The first question is never "what is the rebate," it is "who serves my meter," and the bill answers it in one glance.
The Per-Ton Shape of the LADWP Line
A right-sized three-ton system and an oversized five-ton system claim very different amounts, and the temptation that per-ton money creates, upsizing for the rebate, is exactly backwards: in this climate an oversized machine short-cycles through the mild winter and dehumidifies badly through the marine layer months. Size from the room-by-room calculation, then let the tonnage claim what it claims, per our contractor guide. Current amount and any household cap belong in writing, confirmed with LADWP, on the quote.
The Municipal Ring: Confirm, Then Claim
Burbank Water & Power, Glendale Water & Power, and Pasadena Water & Power each run rebates for qualifying high-efficiency heat pumps, and Riverside Public Utilities pays on qualifying heat pump and AC installs. The honest 2026 posture on all four is the same: the programs are live, the current amounts should be confirmed directly with each utility before a quote leans on them, and the confirmation is itself a contractor test, because an installer working those cities weekly knows the current numbers without looking them up. A household in Burbank or Pasadena should treat "what is my utility paying this quarter, exactly" as the first question of the first conversation.
The SCE Territory Answer, Stated Honestly
Most of Greater LA outside the municipal islands takes delivery from Southern California Edison, and those households deserve the plain version: the SCE heat pump pathway ended when TECH closed to new single-family reservations on November 14, 2025, and as of this writing there is no equivalent live SCE line to quote. That does not change the project math much in practice, because in this climate the heat pump case was never carried by rebates, per our fuel comparison: it is carried by one machine doing both jobs in a cooling-first market. But it does change the vetting: any SCE-territory bidder quoting a live TECH or SCE rebate is quoting a program that no longer exists.
The Stale-Quote Test, SoCal Edition
Program facts convert into contractor tests, and the 2026 set is sharp. One offering to reserve TECH, or quoting a live SCE heat pump rebate, has failed on the state's own calendar: closed since November 14, 2025. One citing Golden State Rebates for a heat pump has failed twice, because that program ended July 31, 2026 and never covered space-heating heat pumps at all. The bidder who asks which utility serves the meter before naming a number, and then names the right program with its confirm-at-quote caveats, has read their market this year.
The Rebate Is the Last Line, Not the First
A note of proportion: in Greater LA the project has to clear on its own arithmetic, and it usually does, because the machine is doing double duty in a market where cooling is the first job. The dominant conversions start from gas furnaces paired with aging AC, wall furnaces in the older stock, and AC-only homes with no real heat, and in every case the heat pump consolidates two machines into one, per our installation cost guide. Choose the equipment for the house and the heat, then let whatever line the meter qualifies for trim the invoice, never the reverse.
The Order of Operations
Protect the money with sequence. Read the bill to identify the utility. If it is LADWP or one of the municipal ring, confirm the current rebate terms directly with the utility, in writing on the quote. If it is SCE territory, price the project on its own math and treat any claimed rebate with suspicion until named and verified. Get the room-by-room load calculation, size from it, and on a per-ton program let the honest tonnage claim what it claims. Then compare bids net of confirmed money only, not promised money.
